Team and permissions
Who can see and send what in Messages. Ministry leaders work only with their own ministries; every send, approval, download and View as session is logged.
Follows a proposed policy
These defaults come from the ministry leader data-sharing policy, which is proposed and waits for leadership's approval. Every account here is synthetic. In production, roles and permissions are rows checked by the database for each request, and View as runs in a read-only database transaction. See also Approvals.
